One of the tools for regulating prices for housing and communal services is regulated tariffs. This article examines their application in comparison with free market prices and tariffs for various types of goods and services. During the analysis of the forecast indicators for housing and communal services presented in the Forecast of the socio-economic development of the Russian Federation for the coming years, it was substantiated that despite the increase in the total area of residential premises, the quality of living conditions is declining. This is due to the growth of regulated tariffs, which are growing faster than free market prices for goods and services. In addition, changes in the regulatory framework that take into account «economically justified costs» lead to an increase in the cost of utilities and the income of enterprises providing these services. During the study, it was revealed that regulated tariffs have a significant impact on the solvency of the population and the provision of high-quality living conditions. The results obtained can be used by legislative and executive authorities in the formation of tariff and pricing policies aimed at ensuring the socio-economic security of society.
